What's different

  • Attestation route = legalisation, not apostille. Uganda is not a Contracting Party to the 1961 Apostille Convention (confirmed on the HCCH status table, which lists 130 parties as of 30 June 2026 with Uganda absent). Practical consequence: a Ugandan degree must be authenticated by the awarding university, then attested by Uganda's Ministry of Education and Sports, then by the Ministry of Foreign Affairs in Kampala, then legalised by the UAE Embassy in Kampala, and finally attested by UAE MOFAIC after arrival. There is no single-stamp apostille shortcut.
  • Police clearance has a specific name and issuer. The UAE-required good-conduct certificate is the Ugandan 'Certificate of Good Conduct / Police Clearance Certificate', issued only by the Directorate of INTERPOL and International Relations, Uganda Police Force, under the Identification of Offenders Act (Cap. 119) and the Police Act. It is applied for online at service.upf.go.ug/certificates (online channel live since May 2021), requires fingerprint capture, and is commonly cited as valid for around six months - though the official UPF page states no validity period, so confirm current validity with the UPF - so time its issuance close to the visa application, not months ahead.
  • Degree equivalency runs through NCHE. Uganda's National Council for Higher Education (NCHE, Kigobe Road, Kyambogo) verifies and equates both local and foreign academic qualifications; for UAE MOHRE skill-level classification and any professional licensing, the underlying Ugandan qualification is what gets legalised and verified, and NCHE is the body that can confirm equivalency of the award.
  • Recruitment is heavily domestic-worker weighted and state-regulated. Ugandan labour migration to the Gulf is dominated by domestic and service roles and is channelled through Ministry of Gender, Labour and Social Development (MoGLSD)-licensed recruitment agencies under a formal labour-externalisation programme; employers hiring domestic staff from Uganda should expect the worker to have been cleared through that official channel rather than recruited informally.
  • CONFIRMED visa suspension in force. NCEMA and the ICP jointly announced a suspension of ALL new visas (including visit visas) for nationals of Uganda, DRC and South Sudan, effective 13:00 on 6 June 2026, as an Ebola-preparedness measure. It is temporary and health-driven, subject to extension/review, and is NOT a permanent immigration ban - existing residents and valid permits are unaffected. But new Ugandan hires currently cannot obtain UAE visas, so plan around it and check whether the suspension is still in force with the UAE Embassy in Kampala / ICP before committing to a start date.
