Onboarding an employee from United Kingdom in the UAE (2026 employer guide)

The UK is a Hague Apostille member, so the home-side step is an FCDO apostille rather than a ministry attestation chain - but the UAE still requires UAE Embassy London legalisation on top of that apostille, because an apostille alone is not accepted in the UAE. Since 24 February 2025 the London route is fully digital through VFS Legalisation Centres, and the digital attestation now bundles the MOFAIC verification so no separate step is needed on arrival.

What's different

  • Home-side step is a single FCDO (Foreign, Commonwealth & Development Office) apostille of the original document; private documents (e.g. some degrees) may first need solicitor/notary certification to become apostillable.
  • The FCDO apostille is not sufficient by itself - it must then be legalised by the UAE Embassy London (via VFS Legalisation Centres), which since 24 February 2025 is a digital attestation that also incorporates MOFAIC, removing the separate on-arrival MOFAIC step.
  • Police clearance is the ACRO Police Certificate (ACRO Criminal Records Office); only the original with a wet-ink signature is accepted for the FCDO apostille, and lost originals must be re-ordered from ACRO before legalisation can start.
  • UK universities typically sit in the top global ranking bands, so the UAE Ministry of Education's University Certificates Recognition check is usually the light-touch validity check rather than the heavier conditions applied to lower-ranked institutions.

We have an FCDO apostille - is that enough for a UAE work visa?

No. The UAE is not a Hague Apostille member, so the FCDO apostille must still be attested by the UAE Embassy in London (through VFS Legalisation Centres). Since 24 February 2025 that attestation is digital and includes MOFAIC, so there is no separate MOFAIC step on arrival.

What is the UK police clearance for a UAE hire?
