Onboarding an employee from India in the UAE (2026 employer guide)

Onboarding an Indian hire into the UAE is high-volume and now largely paperless on the Indian side: since September 2025 both the UAE Embassy/Consulate legalisation and the MOFAIC step for Indian documents are processed digitally within India, so certificates no longer have to be couriered to the UAE for a final stamp. India is a Hague Apostille member, but that is irrelevant here - the UAE is not, so an MEA apostille alone is rejected and full UAE mission legalisation is still required.

What's different

  • Home-side chain for degrees: state-level authentication (State HRD department or SDM/Sub-Divisional Magistrate) first, then MEA (Ministry of External Affairs) attestation, then UAE Embassy/Consulate legalisation - the state pre-step is India-specific and varies by which state issued the certificate.
  • Multiple UAE missions serve India by jurisdiction (Embassy New Delhi, Consulate Mumbai) with VFS Global as the processing channel; the correct mission depends on the state where the document was issued.
  • Police clearance is issued as a Police Clearance Certificate (PCC) through the Passport Seva Kendra / regional passport office or local police, and must itself be MEA-attested and UAE-legalised if the employer or authority requires it.
  • Many Indian universities rank outside the top global bands, so the UAE Ministry of Education's University Certificates Recognition check tends to apply more accreditation conditions than for a top-ranked Western degree - confirm the awarding institution is recognised before relying on the degree for a licensed role.

Does an Indian apostille (MEA) work for a UAE work visa?

No. The UAE is not part of the Hague Apostille Convention, so an MEA apostille on its own is not accepted. The certificate must go through UAE Embassy/Consulate legalisation and MOFAIC attestation - both of which, since September 2025, are handled digitally inside India.

Do we still have to send Indian degrees to the UAE for the final MOFAIC stamp?

No longer in the normal case. Reporting on the 2025 digitisation indicates the UAE mission legalisation and MOFAIC step are now completed within India through the digital workflow, removing the old requirement to courier documents to the UAE.

Which UAE mission attests documents from a candidate in Mumbai versus Delhi?

It follows the jurisdiction of the issuing state - the UAE Consulate in Mumbai and the Embassy in New Delhi cover different states, with VFS Global as the submission channel. Check the mission that matches where the certificate was issued, not where the candidate currently lives.

Does an Indian degree need Ministry of Education recognition to work in the UAE?

For most jobs, embassy/MOFAIC attestation of the degree is what onboarding needs. Separate Ministry of Education recognition matters mainly for licensed professions or where an authority asks for it, and under the current recognition system the conditions applied depend partly on the university's global ranking.
