Onboarding an employee from Tunisia in the UAE (2026 employer guide)

Tunisia is a Hague Apostille member (in force since 30 March 2018), so Tunisian degrees and police certificates can be apostilled - but this does not help for UAE onboarding, because the UAE is not an Apostille member and does not accept apostilles. Tunisian documents must instead go through the traditional consular legalisation chain, ending at the UAE Embassy in Tunis and then UAE MOFAIC. Most Tunisian public documents are issued in French or Arabic, so French-language degrees and certificates need a UAE-approved sworn Arabic translation.

What's different

  • Apostille is a trap here: Tunisia joined the Apostille Convention (acceded 10 July 2017, in force 30 March 2018), yet because the UAE is NOT a Convention member the apostille is a dead end. A hire's Tunisian degree and police certificate must follow the full legalisation route - issuing authority → Tunisian Ministry of Foreign Affairs → UAE Embassy in Tunis → UAE MOFAIC. Do not accept apostille-only documents for a UAE work permit.
  • Police clearance = the Bulletin N°3 (B3) du casier judiciaire, issued by the Ministry of the Interior. It can now be requested online via the official portal b3.interieur.gov.tn and is typically delivered domestically by Rapid-Poste. It is issued in French and Arabic only (no English), so an overseas-use copy usually needs sworn translation covering the text plus all stamps and seals.
  • Language handling drives the paperwork: Tunisian higher-education certificates (Licence / Maîtrise / Diplôme d'Ingénieur, French-style system) are frequently in French. The Arabic-language versions are accepted by UAE authorities as-is, but French-only documents require legal translation into Arabic by a translator accredited by the UAE Ministry of Justice before/at the MOFAIC attestation step.
  • Degree attestation should start at the Tunisian Ministry of Higher Education (endorsing the university certificate) before the MFA and UAE Embassy steps; skipping the source-ministry endorsement is the most common reason a Tunisian degree is bounced at the embassy stage.
  • Practical recruitment profile: Tunisia is a Francophone Maghreb source of Arabic- and French-speaking professionals (engineering, IT, healthcare, oil & gas, hospitality, teaching, finance). No publicly documented Tunisia–UAE bilateral labour agreement was found, so recruitment runs under standard MOHRE rules rather than a country-specific MoU.
