Onboarding an employee from Sudan in the UAE (2026 employer guide)
Sudan is NOT a party to the Hague Apostille Convention, so Sudanese degrees, marriage certificates and police-clearance certificates cannot be apostilled - they need the full consular legalisation chain (Sudanese notary/issuing ministry → Sudan's Ministry of Foreign Affairs → UAE Embassy attestation → UAE MOFAIC). Two country-specific complications sit on top of this: the civil war since April 2023 has scattered Sudan's civil registry and university records (many offices relocated to Port Sudan, some records looted or destroyed), and in May 2025 the Port Sudan authorities severed diplomatic relations with the UAE - so budget for long, uncertain lead times on obtaining and legalising home-country documents.
What's different
- Attestation route is LEGALISATION, not apostille. Sudan is absent from the HCCH Apostille Convention status table, so there is no apostille option. Each Sudanese public document must be authenticated in Sudan (issuing body, then Sudan's MoFA), attested by a UAE Embassy/Consulate with jurisdiction over Sudan, then attested by UAE MOFAIC on arrival. If a UAE mission for Sudan is not operational, the standard fallback is legalisation via the UAE mission with nearest jurisdiction - confirm the current channel before starting.
- Police-clearance certificate is locally the 'Feesh' (فيش) / Certificate of Good Conduct, issued by Sudan's Ministry of Interior – General Administration of Forensic Evidence / Fingerprint Directorate (Criminal Evidence). It is a fingerprint-based check; the paper form records fingerprints. Sudanese nationals already abroad can start it at a Sudanese embassy (fingerprinting stage) which forwards the file to Sudan for completion.
- War disruption is the practical bottleneck, not a UAE rule. Since April 2023 the Khartoum civil registry and many universities stopped functioning; Ministry of Higher Education and individual universities set up records/transcript offices mostly in Port Sudan, but retrieving and reissuing diplomas has been slow, expensive and sometimes impossible for displaced hires. Verify a candidate's degree can actually be reissued and legalised before committing to a start date.
- Diplomatic rupture affects the embassy-attestation step. In May 2025 the Port Sudan (SAF) authorities cut ties with the UAE and declared it a hostile state; the UAE rejects the decision's legitimacy and states Sudanese residents/visitors in the UAE are unaffected.
