Onboarding an employee from Sri Lanka in the UAE (2026 employer guide)

Sri Lanka is NOT a member of the Hague Apostille Convention, so a Sri Lankan hire's degrees and police-clearance certificate cannot be apostilled - they must go through the full legalisation chain (Sri Lanka Ministry of Foreign Affairs, then the UAE Embassy in Colombo, then UAE MOFAIC on arrival). The good-conduct document is the Police Clearance Certificate issued by Sri Lanka Police Headquarters, applied for online, and there is an extra home-country step unique to Sri Lanka: mandatory Sri Lanka Bureau of Foreign Employment (SLBFE) registration before departure.

What's different

  • Attestation route = legalisation, NOT apostille. Sri Lanka is absent from the HCCH Apostille Convention status table, so every document (degree, PCC, marriage/birth) needs the classic chain: notary/issuing-authority attestation in Sri Lanka, endorsement by the Sri Lanka Ministry of Foreign Affairs Consular Division, attestation by the UAE Embassy in Colombo, then final attestation by UAE MOFAIC after arrival. Budget extra weeks versus an apostille country.
  • Police-clearance document: the 'Police Clearance Certificate' issued by Sri Lanka Police Headquarters, Colombo. Apply via the official portal eservices.police.lk; fee is LKR 5,000 via the online portal (an overseas figure of ~LKR 5,100 is quoted on one Police page); issued only in the exact name on the applicant's National Identity Card; stated processing ~14 working days.
  • Educational verification runs through two Sri Lankan bodies before MFA: university degrees are verified by the University Grants Commission (UGC); school-leaving certificates (G.C.E. O/L and A/L) by the Department of Examinations. Only after that endorsement does MFA Colombo and then the UAE Embassy attest the document.
  • SLBFE registration is a mandatory home-country step with no equivalent for most other nationalities: every migrant worker must register with the Sri Lanka Bureau of Foreign Employment before departure. Registration is valid two years, includes free SLBFE insurance/welfare cover, and unregistered workers get no SLBFE protection. Domestic workers cannot do a first-time registration at the UAE mission - only renewals.
  • Two UAE-based Sri Lankan missions handle onboarding paperwork and labour services: the Embassy of Sri Lanka in Abu Dhabi and the Consulate General of Sri Lanka in Dubai - useful for SLBFE renewal, PCC assistance and document authentication once the hire is in-country.
