Onboarding an employee from South Africa in the UAE (2026 employer guide)
South Africa is a Hague Apostille member, but for the UAE (a non-member) DIRCO does not issue an apostille - it issues a Certificate of Authentication of Signature, which then has to be legalised by the UAE Embassy in Pretoria. So the home-side step for a South African hire is deliberately the non-apostille authentication track, not the apostille most SA expats are familiar with.
What's different
- For UAE use, DIRCO (Department of International Relations and Cooperation) issues an Authentication of Signature certificate - NOT an apostille - which then goes to the UAE Embassy in Pretoria for legalisation; requesting an apostille by mistake produces a document the UAE will reject.
- DIRCO's Legalisation Section runs an online booking system and accepts courier submissions with a cover letter specifying the destination country and whether authentication (for UAE) or apostille is needed.
- Police clearance is the SAPS Police Clearance Certificate (South African Police Service); embassies typically require it to have been issued within the last six months.
- Chain: DIRCO authentication, then UAE Embassy Pretoria attestation, then MOFAIC.

Frequently asked
South Africa issues apostilles - why can't we use one for the UAE?
Because the UAE is not a Hague Apostille member. For UAE use, DIRCO issues an Authentication of Signature certificate instead, which the UAE Embassy in Pretoria then legalises. An apostille would be rejected by UAE authorities.
What police clearance does a South African hire need?
A SAPS Police Clearance Certificate from the South African Police Service. It is usually expected to be recent - embassies commonly require issuance within the last six months - and it follows the DIRCO authentication and UAE Embassy legalisation chain.
How do we submit South African documents to DIRCO for a UAE hire?
DIRCO's Legalisation Section uses an online booking system and accepts courier submissions. The cover letter must state that the destination is the UAE and that authentication (not apostille) is required, since the UAE is a non-Hague country.
