Onboarding an employee from Palestine in the UAE (2026 employer guide)
Palestine is NOT a member of the Hague Apostille Convention, so a Palestinian hire's degree and police-clearance certificate cannot be apostilled - they need full consular legalisation (Palestinian issuing authority → Palestinian Ministry of Foreign Affairs → UAE mission → UAE MOFAIC), not a single apostille stamp. The extra wrinkle unique to Palestinian hires is documents: many hold a Palestinian Authority passport, but a large share travel on a Jordanian "temporary" (T-series) passport or an Egyptian/Syrian/Lebanese refugee travel document, and attestation must follow whichever country actually issued each certificate - not the person's ethnicity.
What's different
- Apostille is NOT available. Palestine has not acceded to the 1961 Hague Apostille Convention, so a Palestinian-issued degree or certificate needs the older multi-step legalisation chain: Palestinian issuing body (Ministry of Education for academic credentials, Ministry of Interior for the good-conduct certificate) → Palestinian Ministry of Foreign Affairs → UAE consular attestation → UAE MOFAIC inside the Emirates. Do not tell a Palestinian hire to 'get an apostille' - no such stamp exists for their papers.
- There is no full UAE embassy in Ramallah/the Palestinian territories, so UAE consular legalisation for documents issued in Palestine is in practice handled through the UAE Embassy in Amman, Jordan (the UAE mission covering that region). Build extra transit and coordination time into the onboarding timeline versus a country with a UAE embassy in its capital.
- The police-clearance document is the Certificate of Good Conduct / Certificate of No Criminal Record, issued by the Palestinian Ministry of Interior in Ramallah (drawing on Palestinian Civil Police records). Reported processing can take up to around two months. How you apply is context-dependent: applicants inside the territories typically apply through the Ministry of Interior in their district, while Palestinians already abroad may be able to apply via a Palestinian consulate or by post - so a candidate who has already left may in practice fall back on a PCC from their actual country of residence.
- Passport/travel-document status is the biggest practical variable. A Palestinian Authority passport (5-year validity) is only available to holders of a Palestinian ID in the West Bank or Gaza. Palestinians abroad frequently travel on a Jordanian temporary passport (serial starting 'T', which confers travel rights but NOT Jordanian citizenship) or on an Egyptian/Syrian/Lebanese travel document (a laissez-passer that does not confer nationality - the holder is effectively stateless). Check which document your hire actually holds before promising a visa timeline, and attest their certificates through the chain of whichever state issued them.
- The UAE already hosts a very large, long-settled Palestinian community (widely estimated at 100,000-300,000), so many 'Palestinian' hires are already UAE-resident and switching sponsors rather than entering from abroad - in which case a locally issued UAE police-clearance certificate and an in-country status change may replace the home-country attestation route entirely.
