Onboarding an employee from Morocco in the UAE (2026 employer guide)
Morocco is a member of the Hague Apostille Convention (in force for Morocco since 14 August 2016), so Moroccan degrees and police certificates can be apostilled at home. Crucially, that apostille does not shortcut UAE onboarding: the UAE is not a Contracting Party to the Convention, so Moroccan documents still need the full consular-legalisation chain - Moroccan authentication, then the UAE Embassy in Rabat, then MOFAIC inside the UAE. Budget extra time for translation, because Moroccan records are issued in Arabic and/or French.
What's different
- Apostille is a trap for Moroccan hires: even though Morocco can issue an apostille (competent authorities are the Ministry of Justice and its first-instance/appeal/cassation courts for judicial documents, and the Ministry of the Interior's local administrative authorities - provinces and prefectures - for other public documents), an apostille alone is NOT accepted for UAE use because the UAE is not a party to the Convention. Moroccan documents must instead follow full legalisation - home-country authentication in Morocco, attestation by the UAE Embassy in Rabat, then final MOFAIC attestation in the UAE.
- The police-clearance document is the 'Casier judiciaire - Bulletin N°3' (extrait de casier judiciaire), issued by the Ministry of Justice (Service central du casier judiciaire in Rabat) and local first-instance courts. It can be requested online via casierjudiciaire.justice.gov.ma, or through a Moroccan consulate for nationals already abroad.
- Moroccan degrees and certificates are typically issued in Arabic and/or French, so budget for a legal Arabic (or English) translation on top of the legalisation chain. Note also that the UAE Ministry of Education equivalency assessment of the qualification is a separate step from the MOFAIC legalisation chain.
