Onboarding an employee from Iraq in the UAE (2026 employer guide)

Iraq is NOT a member of the Hague Apostille Convention, so an Iraqi degree or police certificate cannot be apostilled - it must go through the full consular legalisation chain (Iraqi Ministry of Foreign Affairs → UAE Embassy in Baghdad → UAE MOFAIC) before it is usable for a UAE work visa. Iraq's police clearance is called a Non-Conviction Certificate (Certificate of Good Conduct), issued by the Directorate of Criminal Evidence Investigations under the Ministry of Interior in Baghdad, and Iraqi nationals now fall under the UAE ICP's 2026 mandatory police-clearance requirement for new employment entry permits.

What's different

  • Attestation route is legalisation, NOT apostille: Iraq has not joined the Hague Apostille Convention, so degrees and PCCs cannot be apostilled. The document must be authenticated by the Iraqi Ministry of Foreign Affairs, then attested by the UAE Embassy in Baghdad (International Zone), then finally by UAE MOFAIC - the standard non-Hague three-step chain. Build in weeks, not days.
  • Police clearance = 'Non-Conviction Certificate' (Certificate of Good Conduct, شهادة عدم محكومية), issued centrally by the Directorate of Criminal Evidence Investigations under the Ministry of Interior in Baghdad. Applicants outside Iraq apply through an Iraqi embassy/consulate, which forwards fingerprints and forms to Baghdad and returns the issued certificate; the Iraqi mission charges a consular fee (reported at 10,000 IQD). It is not printed on demand at a local police station.
  • Iraqi nationals are on the UAE ICP mandatory police-clearance list rolled out in 2026 for new work/employment entry permits - a live, country-specific gating requirement to plan for (the PCC must itself be legalised via the UAE Embassy + MOFAIC chain, not just handed over).
  • Degree-verification quirk - two systems: federally-issued Iraqi degrees are authenticated via the Ministry of Higher Education & Scientific Research in Baghdad, whereas Kurdistan Region qualifications route through the KRG Ministry of Higher Education in Erbil. Confirm which authority actually issued/attested the certificate before starting the chain, as the attesting ministry and mission differ.
  • UAE recognition/equivalency and DataFlow primary-source verification are commonly requested for Iraqi degrees, especially in regulated roles (healthcare, teaching, engineering); factor in extra weeks for source-institution verification, which can be slower for Iraqi universities.

Frequently asked

Can I apostille an Iraqi degree for a UAE job?

No. Iraq is not a party to the Hague Apostille Convention, so apostille is not available. Iraqi documents must be legalised: authenticated by the Iraqi Ministry of Foreign Affairs, attested by the UAE Embassy in Baghdad, then finalised by UAE MOFAIC.

What is the Iraqi equivalent of a police clearance certificate?

It is the Non-Conviction Certificate (Certificate of Good Conduct), issued by the Directorate of Criminal Evidence Investigations under the Iraqi Ministry of Interior in Baghdad. Applicants abroad obtain it through an Iraqi embassy or consulate, which processes it centrally with Baghdad.

Do Iraqi hires need a police clearance certificate for a UAE work visa?

Yes. Iraq is among the nationalities covered by the UAE ICP's 2026 police-clearance requirement for new employment entry permits. The certificate itself must be legalised through the UAE Embassy and MOFAIC, so start it early.

My candidate's degree is from the Kurdistan Region - does anything change?

Yes, the attesting authority differs. Kurdistan Region qualifications are handled through the KRG Ministry of Higher Education in Erbil rather than the federal Ministry of Higher Education in Baghdad. Confirm the issuing/attesting body before beginning the legalisation chain.

How long does Iraqi document attestation take?

Plan for several weeks. Because there is no apostille shortcut, each document passes through the Iraqi MoFA, the UAE Embassy in Baghdad, and UAE MOFAIC, and university verification (e.g. DataFlow) for Iraqi institutions can add further time.
