Onboarding an employee from Ghana in the UAE (2026 employer guide)
Ghana is NOT a member of the Hague Apostille Convention, so Ghanaian degrees and police-clearance certificates cannot be apostilled - they need the full embassy-legalisation chain: notarisation, attestation by Ghana's Ministry of Foreign Affairs and Regional Integration, legalisation at the UAE Embassy in Accra, then final attestation by UAE MOFAIC after arrival. What's different
- Attestation route = legalisation, NOT apostille. Ghana is outside the Hague Apostille Convention, so every Ghanaian document for UAE use runs the four-step legalisation chain: (1) Notary Public in Ghana, (2) Ghana Ministry of Foreign Affairs and Regional Integration (Legal and Consular Bureau), (3) UAE Embassy in Accra, (4) UAE MOFAIC once the document is in the UAE. There is no apostille shortcut.
- Police clearance is called the Police Clearance Certificate (PCC) / Criminal Check, issued by the Criminal Investigation Department (CID) of the Ghana Police Service (Criminal Data Services Bureau), applied for via the Ghana Police e-Services portal. Turnaround is typically around 10 working days. Ghanaians already in the UAE who cannot give fingerprints in person can appoint a representative in Accra who files CID Form 196 (nominal vetting on behalf of a non-resident applicant).
- Since mid-April 2026 the UAE requires an attested PCC for residence-visa applicants of several nationalities, and Ghana is explicitly on that list. The certificate must itself be attested by Ghana's foreign ministry and legalised by a UAE mission - the same legalisation chain as a degree - which can add two to four weeks to onboarding lead time. This applies to new visa files; workers already holding a valid UAE residence permit are not retroactively affected.
