Onboarding an employee from Germany in the UAE (2026 employer guide)
Germany is a Hague Apostille Convention member, but because the UAE is not, a German apostille alone is never enough: degrees and police certificates from Germany still need full consular legalisation - state pre-authentication, then federal certification by the BfAA, then the UAE Embassy in Berlin (or Consulate General in Munich), and finally MOFAIC inside the UAE. Since December 2024 the BfAA final-certification step - an Endbeglaubigung (final certification) for UAE-bound documents, since the UAE is not a Hague member and so cannot use an apostille - is handled only through the BfAA's online portal, not local town halls. The home-country police check is the Führungszeugnis, issued by the Federal Office of Justice.
What's different
- Apostille status is a trap: Germany has been a Hague Apostille member since 1966, but the UAE is NOT a member, so an apostille alone is rejected by MOHRE, ICP/GDRFA, MOE, DHA/DOH/MOHAP and UAE courts. German public documents (degrees, PCC, birth/marriage certificates) still need the full legalisation chain: state-level pre-authentication (Vorbeglaubigung) → BfAA federal final certification (Endbeglaubigung, in Brandenburg an der Havel) → UAE Embassy Berlin or UAE Consulate General Munich → MOFAIC attestation in the UAE.
- Since December 2024, applications for the BfAA final certification (Endbeglaubigung) - or an apostille for Hague-member destinations - must be submitted through the BfAA online portal; local offices (Bürgeramt/Standesamt) no longer process them. Applicants receive a personalised form and ID number by email to print and enclose. For a UAE-bound document the required BfAA instrument is the Endbeglaubigung, not an apostille (the UAE is non-Hague), and its fee is EUR 22 per certified document since 1 July 2025 - the EUR 25 fee is the apostille used for Hague-member countries, not the UAE route. Payment is up front by bank transfer (ePayBL). Fragomen's 2025 apostille-route timings - roughly two weeks for the BfAA step and about four weeks end to end before the document reaches the UAE embassy stage - are a reasonable proxy but describe the apostille route; the BfAA does not quantify Endbeglaubigung turnaround.
- The police-clearance certificate is the Führungszeugnis, drawn from the Bundeszentralregister (Federal Central Criminal Register) and issued by the Bundesamt für Justiz (Federal Office of Justice). Use the 'private' version (Führungszeugnis für private Zwecke) for visa purposes; it must then run through the same BfAA + UAE embassy + MOFAIC legalisation chain - a bare Führungszeugnis or one bearing only an apostille will not clear a UAE employment-visa application.
- Pre-authentication route differs by document type and Bundesland: university degrees go via the State Ministry of Science/Education or the Regierungspräsidium before BfAA; personal certificates go via the local court (Landgericht/Amtsgericht). The UAE Embassy in Germany will not process any document that already carries another foreign embassy's stamp, so route order matters.
- German-language documents must be translated into Arabic (or English) - either by a court-sworn German translator (vereidigter/beeidigter Übersetzer), whose signature then needs its own verification, or by a UAE Ministry of Justice-certified legal translator after arrival.
- Germany is a heavily-recruited source market: roughly 25,000 German citizens and around 1,200 German companies are in the UAE, concentrated in engineering, automotive/manufacturing, logistics, IT, healthcare, finance and renewable energy. Is a German apostille enough to use a degree or police certificate in the UAE?
