Onboarding an employee from Ethiopia in the UAE (2026 employer guide)
Ethiopia is NOT a member of the Hague Apostille Convention, so an Ethiopian degree, transcript or police-clearance certificate cannot be apostilled for the UAE. Every document must run the full consular-legalisation chain: notarisation, authentication by Ethiopia's Ministry of Foreign Affairs in Addis Ababa, attestation by the UAE Embassy in Addis Ababa, then a final stamp by UAE MOFAIC after arrival. Ethiopia also has a history of restricting labour migration to the Gulf, so domestic and lower-skilled hires are governed by a bilateral framework rather than open recruitment.
What's different
- Attestation route is embassy legalisation, NOT apostille. Ethiopia is a non-signatory to the Hague Apostille Convention, so no apostille exists. The chain is: notarisation, then authentication by the Ethiopian Ministry of Foreign Affairs (MoFA, Addis Ababa), then attestation by the UAE Embassy in Addis Ababa, then final UAE MOFAIC attestation once in the UAE. An apostille from any third country does not substitute for the UAE Embassy leg.
- Police clearance is the Police Clearance Certificate / Certificate of Good Conduct issued by the Ethiopian Federal Police Commission Forensic Investigation Department. It requires fingerprints on Ethiopia's prescribed form, passport copies and photos; hard-copy issuance is commonly quoted at around 15-20 working days, and it must then be legalised through the same MoFA to UAE Embassy to MOFAIC chain.
- Degree verification runs through the Education and Training Authority (ETA), successor to the Higher Education Relevance and Quality Agency (HERQA). Ethiopian qualifications must first be authenticated by the Ethiopian Ministry of Foreign Affairs before the UAE-Embassy leg, so budget for that extra home-country MoFA step on top of the two consular stamps.
