Onboarding an employee from Canada in the UAE (2026 employer guide)

Canada joined the Hague Apostille Convention on 11 January 2024 - but this does NOT help for the UAE, which is not a Convention member. A Canadian apostille is not accepted; your Canadian hire's degree and police certificate must still go through the older embassy-legalisation chain: Global Affairs Canada (or a provincial authority) authentication, then attestation by the UAE Embassy in Ottawa, then final attestation by UAE MOFAIC. Buying an apostille by mistake is the single most common - and costly - Canadian onboarding error.

What's different

  • APOSTILLE TRAP (the headline difference): Since 11 Jan 2024 Canadian competent authorities issue apostilles, but the UAE is not a party to the Apostille Convention, so an apostille is worthless for UAE use. The correct route is authentication (not apostille) by Global Affairs Canada or the relevant provincial competent authority, followed by consular legalisation at the UAE Embassy in Ottawa, then MOFAIC attestation in the UAE. Instruct Canadian hires explicitly NOT to request an apostille.
  • Attestation chain (degrees, PCC): 1) notarise a copy if required; 2) authentication by Global Affairs Canada OR a provincial competent authority (Ontario, Alberta, Saskatchewan, BC and Quebec now run their own authentication/apostille offices); 3) legalisation by the UAE Embassy, Consular Section, 125 Boteler St, Ottawa ON K1N 0A4; 4) final MOFAIC attestation once in the UAE.
  • Degree quirk - sealed transcript mailed direct: The UAE Embassy in Ottawa will not legalise a Canadian degree or diploma unless the issuing university mails an official SEALED transcript directly to the embassy. E-transcripts are explicitly not accepted. Build this university-to-embassy step (and its lead time) into the onboarding timeline, as it is outside the candidate's control.
  • Police clearance = RCMP Certified Criminal Record Check (fingerprint-based), issued by the RCMP via CCRTIS using ink-and-roll fingerprints on form C-216C - not a name-based local-police check. A Canadian hire already in the UAE can be fingerprinted at UAE police precincts (Dubai, Abu Dhabi, Sharjah) or an accredited agency and have the prints submitted to the RCMP. The resulting certificate then needs the same GAC-authentication + UAE-embassy legalisation chain for UAE use.
  • Documents must be legalised where they were issued: The UAE Embassy in Ottawa only attests documents issued in Canada. A Canadian passport-holder whose degree was earned in a third country must have that document attested via the UAE mission in the country of issue - not in Ottawa.
  • No apostille shortcut even though it now exists domestically - reinforce with hires that the 2024 Convention membership changes nothing for a UAE posting; this is the most likely point of confusion for a Canadian moving abroad for the first time.

No. The UAE is not a member of the Hague Apostille Convention, so a Canadian apostille is not accepted there. Why is our Canadian hire's degree stuck at the attestation stage?

Most likely the sealed transcript. The UAE Embassy in Ottawa will not legalise a Canadian degree until the issuing university mails an official sealed transcript directly to the embassy; e-transcripts are refused. Have the candidate request this from their university early, as the timeline depends on the university, not the candidate.

Does authentication have to go through Global Affairs Canada, or can a province do it?

Either. Global Affairs Canada authenticates documents, but several provinces - Ontario, Alberta, Saskatchewan, British Columbia and Quebec - now operate their own competent authorities. For UAE use the output needed is an authentication certificate, after which the UAE Embassy in Ottawa still legalises the document.

Where does a Canadian document actually get legalised?

At the UAE Embassy's Consular Section in Ottawa (125 Boteler St, Ottawa ON K1N 0A4) - but only for documents issued in Canada. A document issued in another country must be legalised through the UAE mission in that country, even if the employee is a Canadian citizen.
