Onboarding an employee from Bangladesh in the UAE (2026 employer guide)
Bangladesh joined the Hague Apostille Convention on 30 March 2025, but that changes almost nothing for UAE onboarding: because the UAE is not a party to the Convention, a Bangladeshi apostille is not accepted here. Degrees, police-clearance and personal certificates from Bangladesh still need the full consular legalisation chain - the issuing body, the Bangladesh Ministry of Foreign Affairs, the UAE Embassy in Dhaka, and finally UAE MOFAIC - so factor extra time and cost into your hiring timeline for Bangladeshi candidates.
What's different
- Apostille is a trap for the UAE. Bangladesh's e-Apostille (one MOFA sticker/QR) has been live since 30 March 2025, but the UAE is NOT an Apostille Convention member, so an apostille alone is rejected for UAE visas, MOHRE and GDRFA. The governing route for a Bangladeshi hire is still traditional legalisation, not apostille.
- Degree chain has an extra Bangladesh-specific step. An educational certificate must be attested by the issuing university/education board, then the Bangladesh MINISTRY OF EDUCATION, then Bangladesh MOFA, then the UAE Embassy in Dhaka, then UAE MOFAIC. The Ministry of Education pre-attestation is the step candidates from apostille countries never see and is often the slowest link.
- Police clearance = 'Police Clearance Certificate' issued by Bangladesh Police (Special Branch), applied for online at pcc.police.gov.bd. It must itself run through MOFA attestation + UAE legalisation to be usable here - the certificate on its own is not enough.
- Candidates already in the UAE can obtain or renew their PCC through the Bangladesh Consulate General in Dubai without flying home: the consulate attests the passport copy and authorisation letter (approx. AED 14 per document via its service centre, Foshwa Global) before the online SB application.
- Budget for per-document, per-page consular fees. Legalising a document at the Bangladesh Consulate General Dubai runs roughly AED 37 (ordinary, ~3 working days) to AED 55 (urgent/same-day) for the first five pages, plus per-additional-page charges and a service-centre fee - multiply across degree, transcripts and PCC.
- A revised UAE-Bangladesh MoU on labour cooperation was reported in 2025, pairing with MOHRE's digital contract (DCR) so the standardised employment-contract terms (salary, accommodation, leave) are recorded and enforceable from day one.
