Onboarding Public Sector & Government talent in the UAE
Government onboarding in the UAE is the one sector that sits outside the MOHRE Labour Law: federal employees are governed by Federal Decree-Law No. 49 of 2022 (administered by FAHR), and each emirate's local government runs its own HR law. What's different
- Outside MOHRE entirely: federal government staff fall under Federal Decree-Law No. 49 of 2022 on Human Resources in the Federal Government (executive regulations by Cabinet Resolution No. 48 of 2023, in force since 2 January 2023, administered by FAHR) - not the private-sector Labour Law (Federal Decree-Law No. 33 of 2021). So there is no MOHRE work permit, no MOHRE-registered contract and no private-sector WPS in the usual sense.
- No single national rulebook for local government: each emirate legislates its own public-sector HR - e.g. Abu Dhabi under Law No. 6 of 2016, Dubai via the Dubai Government Human Resources Department's HR law, with equivalent Departments of Human Resources in Sharjah, Ajman, Ras Al Khaimah and Fujairah. Onboarding rules (contracts, leave, allowances) therefore vary by emirate and by employing entity.
- Recruitment is centralised per entity, not open-market: federal vacancies run through FAHR's iRecruitment portal and individual ministry/authority sites, with contract types defined as full-time, part-time, temporary or 'special contract' rather than a standard offer letter.
- The 'credentialing' step is pension enrolment, not a professional licence: UAE-national government hires must be registered for pension/social security - GPSSA at a total 26% of pensionable salary (11% employee, 15% employer) - while Abu Dhabi (Abu Dhabi Pension Fund) and Sharjah operate their own separate funds. This registration, not any regulator sign-off, is the mandatory administrative gate for national hires.
