Onboarding Finance talent in the UAE
Finance is the other sector where a regulator, not just immigration, controls who can start: individuals in controlled or senior functions need regulatory approval before appointment. The exact regime depends on jurisdiction - CBUAE for onshore banks, insurers and exchange houses; DFSA for DIFC firms; FSRA for ADGM firms - and all apply a fit-and-proper test covering integrity, competence and financial soundness. Emiratisation pressure is also sector-elevated, with banking carrying its own national target well above the general private-sector rule.
What's different
- Regulatory pre-approval gates senior/controlled roles. Onshore, CBUAE must approve appointments under its Fit and Proper regime before the person takes up the position; in DIFC, DFSA-controlled/licensed functions require Authorised Individual status; in ADGM, FSRA runs its own approved-person regime. This determines the realistic start date for regulated hires.
- Fit-and-proper assessment is substantive: it weighs integrity, competence and capability, and financial soundness (e.g. no undischarged bankruptcy or relevant criminal/regulatory history). Collect references, regulatory history and qualifications at onboarding.
- DFSA reform (2025): the DFSA has moved to a designation model for certain functions (e.g. compliance officer, finance officer, senior manager) so the firm assumes responsibility for their fit-and-proper standard, while the Senior Executive Officer (SEO) and Money Laundering Reporting Officer (MLRO) continue to require DFSA approval.
