Onboarding Education talent in the UAE
Hiring teachers in the UAE adds a regulator layer on top of the standard visa: before a teacher can work, the emirate's education authority (KHDA in Dubai, ADEK in Abu Dhabi, SPEA in Sharjah, or the Ministry of Education elsewhere) must vet the candidate's attested degree and issue a formal appointment approval. Since the 2025-26 academic year, Dubai and Abu Dhabi have tightened qualification, background-check and safeguarding rules, and educators must obtain the UAE Education Professional Licence within their first year. Recommendation from KHDA or ADEK also unlocks the 10-year Golden Visa for eligible teachers and school leaders.
What's different
- Regulator approval gates the hire. In Dubai a teacher cannot start until KHDA issues an official Appointment Notice (which replaced the older appointment-letter system) for that specific school; it is non-transferable and required for every new position. In Abu Dhabi, schools submit legalised credentials through the ADEK PASS portal (Professional Approval & Licensing for School Staff) and ADEK runs background/student-protection checks (stated as 3-5 working days) before issuing a provisional work-permission letter that lets visa and Emirates ID processing begin.
- Attested, equivalency-recognised degrees are mandatory. KHDA accepts degrees from UAE universities accredited by the Ministry of Higher Education, from KHDA-recognised foreign branch campuses in Dubai free zones, or international degrees accredited and recognised in their home country. Foreign qualifications must be attested; ADEK requires the bachelor's subject to explicitly match the subject taught, plus (per secondary guidance) around two years of documented, stamped classroom experience.
- Role-based qualification levels (Dubai, per KHDA guidance reported by education media): nursery (0-3) needs a Level 3 QF Emirates qualification in Early Childhood Education; pre-K/foundation adds a bachelor's in Education/ECE; primary requires a Bachelor's in Education or equivalent plus supervised practice; specialist subject teachers need a BA/BSc in the subject with experience or six months supervised practice. Treat exact levels as indicative and confirm against current KHDA guides.
- The UAE Education Professional Licence is a pass/fail credential earned through category-specific exams (pedagogy plus specialised subject knowledge). Per u.ae, applicants get three attempts, then a six-month wait before re-sitting, with training available in the interim. ADEK requires educators to pass licensing within their first academic year. This is the education-sector analogue of healthcare's DataFlow/Prometric chain.
- Enhanced vetting and safeguarding are now hard requirements: at least two professional references (one from the most recent employer), criminal-record checks across every country of residence (KHDA cites the past five years), qualification verification, digital-footprint review, and panel interviews. All educators must sign a Code of Conduct and complete induction covering child protection/safeguarding, health-and-safety, and supporting Students of Determination before starting.
- Dubai's 90-day mobility rule: a teacher or school leader who leaves mid-term/mid-semester must wait 90 days before taking up a new teaching role at another Dubai private school; those completing notice to a term/semester end are exempt. A KHDA Exit Survey must be completed before a new Appointment Notice is issued.
- Sector Golden Visa (10-year): eligible categories include private-school principals/leaders, early-childhood-centre managers, teachers, and full-time HEI faculty and academic leaders. It requires a recommendation via KHDA (Dubai) / ADEK (Abu Dhabi), a valid teaching permit or attested degree, and evidence of excellence (student outcomes, awards, leadership); KHDA reported an application window of 15 October to 15 December 2025. HEI faculty routes weight advanced degrees (PhD/master's) and published research.
- Compliance timeline matters for planning: the tighter qualification standards apply immediately to any teacher starting a first role or moving to a new Dubai school, while teachers staying at their current school have until September 2028 (or April 2029 for April-start schools) to meet them.
- Typically recruited roles: subject teachers (English, maths, science, humanities), early-years/KG and primary teachers, Arabic and Islamic Studies teachers (also subject to KHDA qualification/conduct standards), teaching assistants, heads of department, vice-principals and principals, plus HEI faculty and academic administrators.

Frequently asked
Can a teacher start work in Dubai before KHDA approval?
No. In Dubai a teacher can only start once KHDA has issued an official Appointment Notice for that specific school, which is non-transferable and required for each new position. In Abu Dhabi the school must first obtain ADEK's provisional work-permission letter through the ADEK PASS portal before visa and Emirates ID processing begins.
Do teachers need a professional licence, and when?
Yes. The UAE Education Professional Licence is mandatory and is earned by passing category-specific exams covering pedagogy and subject knowledge. ADEK requires educators to pass it within their first academic year; per u.ae, candidates get three attempts and then must wait six months before re-sitting. Confirm the current validity period and CPD/renewal terms with the relevant authority.
What qualifications does a teacher need?
At minimum an attested bachelor's degree (four-year university degree or higher) in the relevant field, plus a recognised teaching qualification for most roles. Degrees earned abroad must be attested and meet UAE equivalency; ADEK requires the degree subject to match the subject taught. Early-years roles have their own early-childhood qualification levels.
How does the Golden Visa work for teachers?
Eligible educators, private-school teachers and leaders, early-childhood-centre managers, and full-time HEI faculty, can obtain a renewable 10-year Golden Visa. It requires a recommendation through KHDA (Dubai) or ADEK (Abu Dhabi), a valid teaching permit or attested degree, and evidence of professional excellence such as student outcomes, awards or leadership. Nomination is typically initiated by the institution.
Is there a cooling-off period if a teacher resigns mid-year?
In Dubai, a teacher or school leader who leaves mid-term or mid-semester must wait 90 days before taking up a new teaching role at another Dubai private school. Those who complete their notice to a term or semester end are exempt, and a KHDA Exit Survey must be completed before a new Appointment Notice can be issued.
