Onboarding Aviation talent in the UAE

Aviation hires in the UAE carry a licensing layer that sits on top of the standard MoHRE/ICP visa flow: safety-critical roles must be licensed, validated or attested by the General Civil Aviation Authority (GCAA) before they can operate, and airside staff also need an airport security pass. For pilots and engineers this credentialing chain (verification letters, GCAA medicals, exams, security clearance) is usually the pacing item in onboarding, not the residence visa.

What's different

  • Licensed roles run through the GCAA Aviation Safety (ASAS) Licensing division, not just MoHRE. GCAA issues/validates flight crew (PPL/CPL/ATPL), aircraft maintenance engineer (AMEL) licences, air traffic controller and flight dispatcher licences, plus aviation medical examiner authorisations. A person cannot exercise these duties until GCAA has issued, validated or attested the credential, regardless of visa status.
  • Pilots joining on a foreign ICAO licence go through GCAA conversion/validation, not a straight transfer: a current foreign licence from an ICAO state, an authenticated logbook, a GCAA-recognised medical certificate, and a verification letter from the issuing authority (valid only ~3 months). Applicants sit a UAE air-law knowledge exam (pass mark ~75%) plus a skills/oral test with a GCAA inspector or designated examiner. Minimum ages: 18 for CPL, 21 for ATPL.
  • Aircraft maintenance engineers are licensed under CAR-66 in categories A, B1, B2, B3 and C. Eligibility is tied to an employer: the applicant must be a legal employee of a UAE GCAA-approved (Part-145/147) organisation with a justified need, or a graduate of a GCAA CAR-147 basic training organisation. The employing organisation reviews and recommends the application to GCAA before grant.
  • Cabin crew are not independently licensed. The GCAA cabin-crew attestation/licence (CAR-CC) is issued only to crew already employed by a UAE air operator, through that operator's own GCAA-approved initial and recurrent Safety & Emergency Procedures (SEP) training. Practically, the airline hires first, then trains and attests, so employers own this step in-house rather than expecting a pre-qualified candidate.
  • Airside/operational staff need an airport security pass in addition to the GCAA credential. Dubai Airports issues passes (permanent/temporary/controlled-area, etc.) on employer application, typically requiring the MoHRE labour card or company ID and medical evidence; access is at the airport operator's discretion. Security clearance is also required before commencing flight training in the UAE.
  • Golden Visa: aviation engineers can qualify under the specialists/engineers track (bachelor's in engineering attested by the UAE Ministry of Education, employed in a MoHRE-recognised skilled engineering role) for 10-year renewable residency, and may be exempt from the ~AED 30,000 salary threshold if endorsed by a relevant authority. UAE carriers have also sponsored Golden Visas for pilots and senior aviation talent, usually via company nomination.
  • Typically recruited roles: airline pilots (first officers/captains), cabin crew, licensed aircraft maintenance engineers and technicians, air traffic controllers, flight dispatchers/operations controllers, ground handling and ramp staff, aviation security, and MRO/engineering support around hubs like DXB, DWC, Abu Dhabi (Zayed Intl) and free zones such as DAFZ.

Does a pilot's foreign licence work in the UAE on arrival?

No. A foreign ICAO licence must be validated or converted by the GCAA before the holder can fly a UAE-registered aircraft. That means an authenticated logbook, a GCAA-recognised medical, a verification letter from the issuing authority (valid roughly three months), a UAE air-law exam and a skills test.
