Onboarding new hires in Umm Al Quwain: compliance checklist
In Umm Al Quwain, employee residence visas are processed federally by the ICP (Federal Authority for Identity, Citizenship, Customs and Port Security) - not GDRFA, which serves Dubai only. What's different
- Residence visas and Emirates ID are handled by the federal ICP, not a local Dubai-style directorate. The ICP General Directorate of Identity and Foreigners Affairs sits in the Ramla area, next to the Civil Defence building; there is no 'Amer' channel (Amer is Dubai/GDRFA-only) - residency transactions go through ICP smart services or an ICP-linked typing centre.
- Health insurance is governed by MOHAP (the federal Ministry of Health and Prevention), not DHA (Dubai) or DOH (Abu Dhabi). Under the nationwide scheme effective 1 January 2025, private-sector employers must hold valid cover for each employee as a condition of issuing/renewing the residence permit; the northern-emirates 'basic' benefit package is the reference product, though premiums vary by insurer and profile.
- Labour transactions - work permits, labour contracts, WPS enrolment - run through MOHRE Tasheel service centres in the emirate; these do NOT process residency. This splits onboarding across two authorities: MOHRE/Tasheel for the employment side, ICP for entry permit, medical, Emirates ID and visa stamping.
- The single free zone is the Umm Al Quwain Free Trade Zone (UAQ FTZ), which grew out of the 1987 Ahmed Bin Rashid Port and Free Zone and is a designated free zone under Cabinet Decision No. 54 of 2023. UAQ FTZ issues employee and investor residence visas via ICP against a company's establishment file; it markets low-cost licence-plus-visa packages, but visa allocations still route through the federal ICP system.
